Ancak bu varl\u0131klar\u0131n plans\u0131z kentle\u015fme ve iklim de\u011fi\u015fikli\u011finin yol a\u00e7t\u0131\u011f\u0131 \u00e7ifte tehdit alt\u0131nda oldu\u011funu vurgulayan Prof. Dr. \u00d6zt\u00fcrkmen, \u201cToprak, bitkisel \u00fcretim girdileri aras\u0131nda yapay yollarla \u00fcretilmesi veya \u00e7o\u011falt\u0131lmas\u0131 m\u00fcmk\u00fcn olmayan yeg\u00e2ne varl\u0131kt\u0131r. \u0130nsanl\u0131\u011f\u0131n ya\u015fam\u0131 i\u00e7in temel bir kaynak olan toprak, sadece g\u0131da \u00fcretiminin kayna\u011f\u0131 olmakla kalmaz, ayn\u0131 zamanda \u00e7ok say\u0131da ekosistem hizmeti sunar. \u0130nsanlar\u0131n t\u00fcketti\u011fi g\u0131dalar\u0131n %95&#8217;i do\u011frudan ya da dolayl\u0131 olarak topraktan sa\u011flanmaktad\u0131r. Toprak; karbon tutma, suyu filtre etme, iklimi d\u00fczenleme, azot d\u00f6ng\u00fcs\u00fcn\u00fc sa\u011flama, canl\u0131lar i\u00e7in ya\u015fam ortam\u0131 sunma ve sel kontrol\u00fc gibi hayati i\u015flevleri yerine getirir. Toprak sa\u011fl\u0131\u011f\u0131 ile insan sa\u011fl\u0131\u011f\u0131 aras\u0131nda do\u011frudan bir ba\u011flant\u0131 bulunmaktad\u0131r. Toprak bozulmas\u0131, besin kayb\u0131na yol a\u00e7arak d\u00fcnya genelinde 2 milyar insan\u0131n yetersiz beslenmesine neden olan temel fakt\u00f6rlerden biridir. \u015eanl\u0131urfa&#8217;n\u0131n gelece\u011fi, bu e\u015fsiz varl\u0131k olan bereketli topraklar ile b\u00f6lgenin su kaynaklar\u0131n\u0131n korunmas\u0131na ve s\u00fcrd\u00fcr\u00fclebilir y\u00f6netimine ba\u011fl\u0131d\u0131r\u201d dedi.<\/p>\n\n\n\n<p><strong>&#8220;Toprak ve su kaynaklar\u0131n\u0131 merkeze alan b\u00fct\u00fcnle\u015fik politikalara ihtiya\u00e7 var&#8221;<\/strong><\/p>\n\n\n\n<p>T\u00fcrkiye&#8217;de ve d\u00fcnyada toprak kayb\u0131n\u0131n endi\u015fe verici boyutlarda oldu\u011funa dikkat \u00e7eken Prof. Dr. Ali R\u0131za \u00d6zt\u00fcrkmen, d\u00fcnyada her be\u015f saniyede bir futbol sahas\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcnde topra\u011f\u0131n yok oldu\u011funu s\u00f6yledi. T\u00fcrkiye&#8217;de ise her y\u0131l 642 milyon ton topra\u011f\u0131n erozyonla yer de\u011fi\u015ftirdi\u011fini ifade eden Prof. Dr. Ali R\u0131za \u00d6zt\u00fcrkmen, \u201c1989-2025 y\u0131llar\u0131 aras\u0131nda \u0130stanbul&#8217;un 4.6 kat\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcnde tar\u0131m arazisi, kentle\u015fme, sanayi ve madencilik gibi ama\u00e7larla tar\u0131m d\u0131\u015f\u0131 kullan\u0131ma a\u00e7\u0131lm\u0131\u015ft\u0131r. \u0130klim de\u011fi\u015fikli\u011fi, su varl\u0131\u011f\u0131nda azalma, kurakl\u0131k, erozyon ve biyolojik \u00e7e\u015fitlilik kayb\u0131 gibi etkilerle mevcut bask\u0131y\u0131 daha da art\u0131rmaktad\u0131r. T\u00fcrkiye&#8217;nin 2040 y\u0131l\u0131na kadar su k\u0131tl\u0131\u011f\u0131 riski alt\u0131na girece\u011fi \u00f6ng\u00f6r\u00fcl\u00fcrken, \u00f6zellikle G\u00fcneydo\u011fu Anadolu B\u00f6lgesi&#8217;nde ya\u011f\u0131\u015flarda %59,9&#8217;a varan azalmalar g\u00f6zlemlenmi\u015ftir. Bu durum, tar\u0131msal \u00fcretimi, g\u0131da g\u00fcvenli\u011fini ve halk sa\u011fl\u0131\u011f\u0131n\u0131 do\u011frudan tehdit etmektedir. Raporun temel bulgular\u0131, bu gidi\u015fat\u0131n g\u0131da g\u00fcvensizli\u011fi, g\u00f6\u00e7 ve s\u00fcrd\u00fcr\u00fclebilir olmayan bir kentle\u015fme modeline yol a\u00e7t\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. \u00c7\u00f6z\u00fcm, toprak ve su kaynaklar\u0131n\u0131 merkeze alan b\u00fct\u00fcnle\u015fik politikalarda yatmaktad\u0131r. Ak\u0131ll\u0131 kent planlamas\u0131, su tasarrufu sa\u011flayan damla sulama gibi modern sulama teknikleri, kurakl\u0131\u011fa dayan\u0131kl\u0131 bitki \u00e7e\u015fitlerinin geli\u015ftirilmesi ve dijital tar\u0131m uygulamalar\u0131 gibi ak\u0131ll\u0131 tar\u0131m y\u00f6ntemlerinin benimsenmesi acil bir zorunluluktur. Nihai hedef, \u015eanl\u0131urfa&#8217;y\u0131 &#8220;bereketin ba\u015fkenti&#8221; kimli\u011finden &#8220;s\u00fcrd\u00fcr\u00fclebilirli\u011fin modeli&#8221; bir kente d\u00f6n\u00fc\u015ft\u00fcrmektir\u201d diye konu\u015ftu.<\/p>\n\n\n\n<p><strong>\u201c\u015eanl\u0131urfa\u2019n\u0131n tar\u0131m arazileri ama\u00e7 d\u0131\u015f\u0131 kullan\u0131mla yok ediliyor\u201d<\/strong><\/p>\n\n\n\n<p>\u015eanl\u0131urfa&#8217;n\u0131n ve T\u00fcrkiye&#8217;nin toprak ve su kaynaklar\u0131, plans\u0131z kentle\u015fme ve iklim de\u011fi\u015fikli\u011finin yaratt\u0131\u011f\u0131 ortak bir tehdit alt\u0131nda oldu\u011funu kaydeden Prof. Dr. Ali R\u0131za \u00d6zt\u00fcrkmen, \u015f\u00f6yle devam etti: \u201c\u015eanl\u0131urfa\u2019n\u0131n toprak kayna\u011f\u0131 erozyon, arazi tahribat\u0131 ve ama\u00e7 d\u0131\u015f\u0131 kullan\u0131m gibi nedenlerle h\u0131zla yok oluyor. T\u00fcrkiye&#8217;de verimli tar\u0131m arazileri, geri d\u00f6nd\u00fcr\u00fclemez bir \u015fekilde tar\u0131m d\u0131\u015f\u0131 ama\u00e7lar i\u00e7in kullan\u0131l\u0131yor. 1989-2025 y\u0131llar\u0131 aras\u0131nda T\u00fcrkiye&#8217;de 2.553.316 hektar tar\u0131m alan\u0131n\u0131n tar\u0131m d\u0131\u015f\u0131 kullan\u0131m\u0131na izin verildi. Bunun ana sebepleri kentle\u015fme, sanayi, turizm ve madencilik faaliyetleridir\u201d.<\/p>\n\n\n\n<p><strong>\u201c2030\u2019da n\u00fcfus y\u00fczde 10 artarken su kaynaklar\u0131 y\u00fczde 20 azalacak\u201d<\/strong><\/p>\n\n\n\n<p>Etkilerini her y\u0131l daha da a\u011f\u0131rla\u015ft\u0131ran iklim de\u011fi\u015fikli\u011finin ise tar\u0131m ve su kaynaklar\u0131 \u00fczerindeki mevcut stresi derinle\u015ftirdi\u011fi uyar\u0131s\u0131 yapan Prof. Dr. Ali R\u0131za \u00d6zt\u00fcrkmen, \u0130klim de\u011fi\u015fikli\u011finin tar\u0131ma etkileri su varl\u0131\u011f\u0131nda azalma ve kurakl\u0131k, erozyon ve \u00e7\u00f6lle\u015fmenin artmas\u0131, biyolojik \u00e7e\u015fitlili\u011fin azalmas\u0131, hastal\u0131k ve zararl\u0131larda art\u0131\u015f olarak sahaya yans\u0131yor. Sonu\u00e7 ise bitkisel ve hayvansal \u00fcretimde azalma olarak g\u00f6r\u00fcl\u00fcyor. Su kaynaklar\u0131m\u0131z %18 oran\u0131nda azald\u0131. Son 50 y\u0131lda ya\u015fanan d\u00fc\u015f\u00fc\u015f ise ki\u015fi ba\u015f\u0131na 1.519 m\u00b3\u2019ten 1.120 m\u00b3 kadar geriledi. 2040 y\u0131l\u0131 T\u00fcrkiye&#8217;nin su k\u0131tl\u0131\u011f\u0131 riski alt\u0131na girece\u011fi \u00f6ng\u00f6r\u00fclen y\u0131l olarak a\u00e7\u0131kland\u0131. Kurakl\u0131k Riski Alt\u0131ndaki Arazilerimizin oran\u0131 %74 seviyesindedir. Bu oranla tar\u0131msal \u00fcretim kayb\u0131 %30-40 aras\u0131nda ger\u00e7ekle\u015fecek. Ayr\u0131ca, 2024-2025 su y\u0131l\u0131 itibar\u0131yla T\u00fcrkiye genelinde ya\u011f\u0131\u015flar bir \u00f6nceki y\u0131la g\u00f6re %30,7 azalm\u0131\u015f, bu oran G\u00fcneydo\u011fu Anadolu B\u00f6lgesi&#8217;nde %59,9 olarak ger\u00e7ekle\u015fmi\u015ftir. Verilerden g\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere T\u00fcrkiye, su zengini bir \u00fclke olmay\u0131p, su stresi ya\u015fayan \u00fclkeler aras\u0131nda yer almaktad\u0131r. 2030 Projeksiyonu: N\u00fcfusta %10 art\u0131\u015f beklenirken, su varl\u0131\u011f\u0131nda %20 azal\u0131\u015f \u00f6ng\u00f6r\u00fclmektedir\u201d dedi.<\/p>\n\n\n\n<p><strong>\u201cTek ba\u015f\u0131na Suru\u00e7 ovas\u0131n\u0131 sulayabilecek kay\u0131p sular\u0131m\u0131z Suriye\u2019ye ak\u0131yor\u201d<\/strong><\/p>\n\n\n\n<p>T\u00fcrkiye&#8217;deki toplam su potansiyelinin %75&#8217;inin tar\u0131mda kullan\u0131ld\u0131\u011f\u0131n\u0131 kaydeden Prof. Dr. Ali R\u0131za \u00d6zt\u00fcrkmen, \u201cBu kullan\u0131m b\u00fcy\u00fck \u00f6l\u00e7\u00fcde verimsizdir. Tar\u0131mda %90 oran\u0131nda salma (vah\u015fi) sulama yap\u0131lmas\u0131, suyun \u00f6nemli bir k\u0131sm\u0131n\u0131n buharla\u015fmas\u0131na veya topra\u011fa s\u0131zarak kaybolmas\u0131na neden olmaktad\u0131r. Tar\u0131msal sulama amac\u0131yla a\u00e7\u0131lm\u0131\u015f yakla\u015f\u0131k 300.000 ka\u00e7ak kuyu bulunmaktad\u0131r. Sadece Konya Ovas\u0131&#8217;nda 92.000 kuyunun 62.000&#8217;i ruhsats\u0131zd\u0131r. Evsel ve end\u00fcstriyel at\u0131klar, kimyasal g\u00fcbreler, zirai ila\u00e7lar (y\u0131lda 60.000 ton) ve asit ya\u011fmurlar\u0131 (y\u0131lda 6,5 milyon ton) i\u00e7me suyu kaynaklar\u0131n\u0131 kirletmektedir. G\u00fcnde 2 milyon ton at\u0131k sulara kar\u0131\u015fmaktad\u0131r. \u015eanl\u0131urfa \u00d6zelinde Kay\u0131p: B\u00f6lgeden Suriye&#8217;ye saniyede 80 m\u00b3 verimli toprak ve su akmaktad\u0131r. Bu miktar, 97.000 hektarl\u0131k Suru\u00e7 Ovas\u0131&#8217;n\u0131n sulanmas\u0131 i\u00e7in gereken su miktar\u0131na e\u015fde\u011ferdir\u201d diye konu\u015ftu.<\/p>\n\n\n\n<p><strong>Son 10 y\u0131lda \u00e7ift\u00e7i say\u0131s\u0131 %38, son 15 y\u0131lda tar\u0131m alanlar\u0131 %12 azald\u0131<\/strong><\/p>\n\n\n\n<p>Toprak ve su kaynaklar\u0131ndaki bozulman\u0131n ekolojik, sosyal ve ekonomik alanlarda ciddi sonu\u00e7lar do\u011furdu\u011funu ifade eden Prof. Dr. Ali R\u0131za \u00d6zt\u00fcrkmen, \u015f\u00f6yle konu\u015ftu: \u201cToprak bozulmas\u0131, tar\u0131msal \u00fcretkenli\u011fi azaltarak ve g\u0131dalardaki besin de\u011ferini d\u00fc\u015f\u00fcrerek g\u0131da g\u00fcvenli\u011fini tehdit etmektedir. R\u00fczgar erozyonu ile ta\u015f\u0131nan toz bulutlar\u0131, Aspergillus ve Coccidioides immitis gibi mantar sporlar\u0131n\u0131 yayarak akci\u011fer iltihaplanmalar\u0131 ve &#8220;vadi ate\u015fi&#8221; gibi hastal\u0131klara neden olmaktad\u0131r. Son 10 y\u0131lda \u00e7ift\u00e7i say\u0131s\u0131 %38, son 15 y\u0131lda tar\u0131m alanlar\u0131 %12 azalm\u0131\u015ft\u0131r. Tar\u0131m sekt\u00f6r\u00fcndeki istihdam ise 16 y\u0131lda (2002-2018) %33 d\u00fc\u015fm\u00fc\u015ft\u00fcr. \u00dcretimdeki zorluklara ra\u011fmen ciddi bir israf s\u00f6z konusudur. \u00dcretilen g\u0131dan\u0131n \u00fc\u00e7te biri (1.3 milyar ton) israf edilmektedir. Bu israf\u0131n d\u00f6rtte birinin \u00f6nlenmesi, d\u00fcnyadaki a\u00e7l\u0131k sorununu \u00e7\u00f6zebilir. \u00dclkemizde ise y\u0131ll\u0131k g\u0131da israf\u0131 yakla\u015f\u0131k 10 milyon tondur. Bu, toplam g\u0131da \u00fcretiminin %20&#8217;sine denk gelmektedir. \u0130sraf edilen g\u0131dalar, k\u00fcresel sera gaz\u0131 sal\u0131n\u0131m\u0131n\u0131n %8&#8217;inden sorumludur. S\u00fcrd\u00fcr\u00fclebilir bir gelecek i\u00e7in toprak ve su kaynaklar\u0131n\u0131 merkeze alan b\u00fct\u00fcnle\u015fik bir yakla\u015f\u0131m benimsenmelidir.\u201d<\/p>\n\n\n\n<p><strong>&#8220;S\u00fcrd\u00fcr\u00fclebilirlik ak\u0131ll\u0131 tar\u0131m ve su y\u00f6netimi politikalar\u0131ndan ge\u00e7iyor&#8221; <\/strong><\/p>\n\n\n\n<p>Toprak ve su y\u00f6netiminde s\u00fcrd\u00fcr\u00fclebilirli\u011fi sa\u011flaman\u0131n yolunun ak\u0131ll\u0131 tar\u0131m ve su y\u00f6netimi politikalar\u0131ndan ge\u00e7ti\u011fini ifade eden Prof. Dr. Ali R\u0131za \u00d6zt\u00fcrkmen, \u00f6zellikle salma sulaman\u0131n bir an \u00f6nce terk edilmesi gerekti\u011fini vurgulad\u0131. Damla sulama ve kapal\u0131 kanal sistemleri yayg\u0131nla\u015ft\u0131racak te\u015fvik uygulamalar\u0131n\u0131n da artmas\u0131 gerekti\u011fini belirten Prof. Dr. Ali R\u0131za \u00d6zt\u00fcrkmen, \u015f\u00f6yle devam etti: \u201cEkim n\u00f6beti, minimum toprak i\u015fleme, an\u0131z y\u00f6netimi ve mal\u00e7lama gibi erozyonu \u00f6nleyici teknikler uygulanmal\u0131d\u0131r. Kurakl\u0131\u011fa dayan\u0131kl\u0131 bitki \u00e7e\u015fitleri geli\u015ftirilmeli, ya\u011fmur hasad\u0131 te\u015fvik edilmeli, dijital tar\u0131m ve yapay zeka uygulamalar\u0131ndan yararlan\u0131lmal\u0131d\u0131r. Kimyasal ve hayvansal g\u00fcbrelerin do\u011fru miktar, zaman ve y\u00f6ntemlerle uygulanmas\u0131 sa\u011flanmal\u0131d\u0131r. Kentlerin b\u00fcy\u00fcmesi, verimli tar\u0131m arazilerini yok etmeyecek \u015fekilde planlanmal\u0131d\u0131r. T\u00fcm kalk\u0131nma planlar\u0131nda toprak ve suyun korunmas\u0131 \u00f6ncelikli hedef olarak belirlenmelidir.\u201d<\/p>\n\n\n\n<p>Son olarak ak\u0131ll\u0131 tar\u0131m ve su y\u00f6netimi stratejilerinde en \u00f6nemli etmenin toplumsal bir bilin\u00e7 ve kararl\u0131l\u0131k gerektirdi\u011fini vurgulayan Prof. Dr. Ali R\u0131za \u00d6zt\u00fcrkmen, \u201cYa\u015fad\u0131\u011f\u0131m\u0131z d\u00fcnyada, toprak, su ve do\u011fa: &#8220;D\u00fcnya bize atalar\u0131m\u0131z\u0131n miras\u0131 de\u011fil, gelecek nesillerin emanetidir. Bu emaneti korumak, t\u00fcm payda\u015flar\u0131n ortak sorumlulu\u011fudur. Unutulmamal\u0131d\u0131r ki, &#8220;Do\u011fayla sava\u015fan, yenilse de yenerse de kaybeder.&#8221; Bu nedenle, at\u0131lacak her ad\u0131m do\u011fayla uyumlu olmal\u0131d\u0131r.
